"Kapilvastu incident a conspiracy" Dahal suggests VP Jha to resign

BUTWAL/ NAWALPARASI, Aug 26 -

Unified CPN (Maoist) Chairman Pushpa Kamal Dahal on Wednesday
suggested Vice President Paramananda Jha to resign from the post
rather than being trapped in a controversy. The Maoist Chairman said
so at a time when the Vice President has not shown any sign of
flexibility to take oath in Nepali even after the Supreme Court (SC)
on Sunday ordered him to do so -- abiding by the constitutional
provision within seven days or be removed from his post. On Tuesday,
President Dr Ram Baran Yadav met VP Jha and urged him to respect the
court order, while the Madhes-based parties have been reiterating that
Jha should not retake his oath.

Speaking at a press meet in Butwal this morning, Dahal said that the
language issue was very serious and suggested the vice president to
resign from the post rather than being involved in controversies. "I
had tabled my resignation, he should also do that," said the former
prime minister, who stepped down from the government over the army
chief row.
He mentioned that his party's language policy is different. Though the
Interim Constitution has the provision to take oath in Nepali
language, he said, "We are in favour of taking oath in mother
language."



Conspiracies rife to derail peace process
Chairman Dahal said some parties are concocting plots to drive the
Maoists out of the peace process.

Claiming the detention of Maoist People's Liberation Army (PLA) in
Kapilvastu with weapons being an example of the conspiracy, Dahal
argued that the UN body said nothing when he was travelling from the
east in a vehicle belonging to the cantonment.

"I don’t understood where the gap is this time around?" Dahal
expressed his bewilderment at the UNMIN's criticism of the Kapilvastu
incident.

On Monday, the police had detained 19 PLA combatants of the Krishna
Sen Memorial Brigade with UNMIN registered weapons from the Jitpur
stretch of the East-West Highway in Kapilvastu.

In a press release issued on Tuesday, UNMIN expressed serious concern
at over the incident and said the act violated the Agreement on
Monitoring and Management of Arms and Armies (AMMAA).

Dahal, who resigned as the Prime Minister in May following a row over
sacking Chief of Army Staff (CoAS), said no agreements will be made
unless civilian supremacy is established in the country.



Maoist govt by Tihar
Saying that new constitution will be drafted on time only if the
political parties forge consensus, Dahal said he has found Nepali
Congress President Girija Prasad Koirala and UML Chairman Jhalanath
Khanal to have been serious on the issue.

"I am optimistic on seeing the seriousness of top leaders of the two
parties," Dahal said, adding he would strive to bring all the parties
together.

Dahal said huge misfortune will befall if the Maoists are left alone.
He went on to claim that the conspirators are disseminating rumours
that the Maoists are preparing ground for a war while we are preparing
the General Convention.

The Maoist chairman including other senior leaders reached Butwal to
impart training to the Maoist cadres.

Meanwhile, at a press meet in Kawasoti, Nawalparasi, he claimed that
new coalition national government will be formed under his party’s
leadership by Tihar. He said that political discussions are being made
with other parties for the same.
