[lg policy] about mixed constituents in the MLF model

dear Pr, 
About  the MLF model , i don't see really the difference between :
ML + EL constituent where the EL sets as a single lexeme or an entire phrase .
and the EL island where the EL island  sets as a maximal projection and in both cases , the control is for the ML  grammar , so since both types are the same , why dividing them into two and why not just speaking about ML + EL constituents because an EL island occurs within mixed constituent 
so , what is the difference between them ?
