Proposal calls for French fluency among new elementary, middle-school
teachers in B.C.

French fluency would be a prerequisite for new elementary and
middle-school teachers under a proposal floated recently by the B.C.
College of Teachers to improve second-language learning around the
province.

Currently, all B.C. students who are not in immersion programs are
required to take a second language in Grades 5-8 and most choose
French. But they're often taught by someone who is not fluent in the
language and has had no training in how to teach it.
