It's somewhat marginalised in the UK too. Some universities take it 
seriously, e.g. Southampton and SOAS, but still hosted within 
overarching linguistics departments. (The Birmingham link was news to me 
- good news!)

I co-designed a 'sociology of language' joint honours undergraduate 
syllabus at Essex, and that was difficult enough even though it 
consisted solely of existing courses in sociology and linguistics, so I 
don't pity anyone trying to establish language policy courses in earnest!

My suspicion is that it's a recruitment issue, because language policy 
has no clear representation in pre-undergraduate education (A-levels 
etc.) making it hard to attract students.
