China's drive to teach English stalls in the west



In western provinces such as Gansu, this strategy has led to a crisis
in the supply and quality of teachers. Early attempts at recruiting
unqualified or partly qualified teachers to fill the initial teacher
shortage have led to new problems. This first generation of teachers
is now blocking opportunities for better-trained young graduates who
cannot find jobs in state schools.
