Public officials of Sri Lanka get two-year concessionary period to be
proficient in second language

May 24, Colombo: Sri Lanka public officials will get a final two-year
concessionary period to obtain proficiency in the second language, the
Cabinet of ministers has decided. Sri Lanka's Cabinet has made this
decision after observing the difficulties experienced by employees in
the Public Service in obtaining the required proficiency in the second
language.

The officers recruited to the Public Service during the period from
July 01, 2007 to June 30, 2010 will receive another two years to
obtain the prescribed level of language proficiency. Ministry of
National Languages and Social Integration last year made it compulsory
for the employees who joined the public service from the 1st July 2007
to obtain the proficiency certificate for the second language before
the end of 2012.

The public employees who fail to qualify in second language
proficiency by the stipulated period will be subjected to the
suspension of salary increments there onwards, the Ministry has
stated. The Cabinet has also decided to appoint an Officials'
Committee under the Chairmanship of the Secretary to the Cabinet of
Ministers, to examine the matter of conducting an examination in the
second language, to suit the duties and responsibilities of the Minor,
Subordinate and Executive Grades in the Public Service and formulate a
scheme/modality for same.
