Abstract:
This contribution provides a tour d’horison of the numerous problems
that arise in the context of the naturalisation of the newcomers in
the minority regions and are related to the framing of the
naturalisation laws which are usually premised on the idea of the
necessity of culture and language testing. Although often well-meant,
such requirements are antithetical to the needs of those seeking
naturalisation in minority communities, also weakening minority
regions by undermining their social cohesion and legitimacy. Largely
ignored in the literature, the connection between autonomy and
naturalisation regimes is significant both at the regional and
national level in the majority of the countries where significant
minority groups are present. This contribution demonstrates the
problem’s acuteness and goes on to analyze the key issues that arise
at the interface of autonomy and naturalisation regimes. A particular
emphasis is made on the linguistic requirements.
