[lg policy] New cartoons on the cartoons page

All:  I have just added three new cartoons to our "more recent" cartoons
page.  One involves "franglais", another is one of my favorite characters,
"Agnes", and her (mis-) use of the English language, and a third references
filibustering on the floor of the US Senate, while making fun of southern
US English.
