This is quite the throw-back! Check out a 60 Minutes report by Morley Safer
about Quebec language policies from 1998

The intro:

Morley Safer reports on efforts to enforce a French-language-only policy in
the Canadian province of Quebec. So-called "language police" levy fines for
English signs and force companies to conduct their business in French,
driving many English-speakers out of Quebec.
