Two items of possible interest concerning the general inattention to the
factor of language in international development:

First, a recent posting entitled "Visualizing language, development,
education & ICT connections" in my other blog looks at a model of
development communication used for some years by H. Ekkehard Wolff, and
proposes expanding it. See: http://donosborn.org/blog/?p=230

Second, Prof. Dr. Wolff has a forthcoming publication in this topic area:
"Language and Development in Africa. Perceptions, Ideologies and
Challenges." CUP (publication planned, May 2016).
