Two items of possible interest concerning the general inattention to the 
factor of language in international development:

First, a recent posting entitled "Visualizing language, development, 
education & ICT connections" in my other blog looks at a model of 
development communication used for some years by H. Ekkehard Wolff, and

Second, Prof. Dr. Wolff has a forthcoming publication in this topic area:
