Planners to continue Welsh-language impact policy

CEREDIGION planners will maintain a policy that can see them demand a Welsh
language impact assessment from developers despite warnings from the Welsh
Government it should be scrapped.

That has sparked a warning that the council could find itself liable for
any legal costs if the council is challenged over its request for a
language impact assessment, despite council leader Ellen ap Gwynn insisting
the council already faces a wide range of risks.

Council officers had recommended that the legislation that allows the
council to request a language assessment should be removed as part of the
policy, but council Cabinet members said it should remain in place after a
recommendation from the authority’s language committee.

While the request for an impact assessment can only be used in “specific
circumstances”, a Welsh Government Technical Advice Note suggested it
should not be used at all.

A report to the council’s Cabinet said: “Both Cabinet and council were
provided with legal advice with regard to the continued application of the
policy."
