Ping-pong battle continues over Kannada

WHY AN AMENDMENT TO RTE RULES?

The government brought in the lan guage policy in 1994, to introduce
Kannada as the medium of instruction from classes 1 to 5 in all government
schools. Private school associations challenged this in the high court. On
July 2, 2008, the Karnataka high court struck down the language policy and
held
that private unaided schools were free to choose the medium of instruction,
and held that the government could not impose any particular medium upon
such
schools.It meant that with effect from July 2, 2008, anyone who wanted to
start an English medium school in Karnataka could do so.

On May 6, 2014, five judges of the Supreme Court unanimously upheld the HC
ruling that private unaided schools could choose their medium of
instruction
and the government could register all applicant schools as `Eng lish
medium'.
To introduce Kannada as the medium of instruction, the state government
filed
 a curative petition in the SC a few months ago. Now the government is
amending
the Right to Children to Free and Compulsory Education Act through a
provision
under Section 29 2F of this Act, to make Kannada the compulsory medium of
instruction from class 1 to 5, and a compulsory subject from class 1 to 10.
Since education is under the concurrent list, the proposed amendment can be
made, but it has to be approved by the Centre.
