BHUBANESWAR: The Centre has approved the state government's proposal to set
up the Central Institute of Classical Odia (CICO) here. The institute is
expected to boost research and promotion of the classical Odia language.

"The chief minister had written a letter to the Union human resource
development (HRD) minister proposing establishment of CICO and the Centre
has already given its nod in this regard. The state will now take steps to
expedite the process," said culture minister Ashok Panda during the
inauguration of the second National Language Conference here on Monday.

The institute will be a centre of excellence with several facilities such
as a language museum and language laboratory. The state government is
planning to start the institute on the premises of Utkal University of
Culture after the university shifts to its new campus, sources said.

"Among the various steps to be taken after Odia got the classical language
status, the setting up the Central Institute of Classical Odia is one of
the most important ones. Once the institute comes up, it would solve
several other requirements for the development of the language," said noted
linguist Debi Prasanna Pattanayak. He also emphasized on formulating a
language policy for the growth and development of languages.

Speaking on the occasion, linguist and advisor Sahitya Akademi Anvita Abbi
said, "Odia language has a rich history of over 1,500 years and it has
survived many ups and downs in its journey and maintained its antiquity
successfully."

Underscoring the need to script scores of languages spoken in Odisha, Abbi
said, "A language museum should be set up in the state to preserve the oral
tradition of languages along with the written tradition." According to
United Nations Educational, Scientific and Cultural Organization (Unesco)
as many as 196 Indian languages are endangered, she said, adding that the
number may not be that high.

School and mass education minister Debi Prasad Mishra said the state
government had included 21 tribal languages in the multi-lingual education
policy. "Understanding the importance of education in the mother tongue,
the state government has appointed a total of 3,455 special teachers under
the scheme," Mishra said.

About 500 researchers, linguists and academics from across the country are
participating in the four-day language conference organized by the
Institute of Odia Studies and Research in association with state
government. During the conference, issues like classical tradition in
Indian language, mother tongue and multilingualism as policy, language and
its use, comparative literature in India and cultural heritages in India
will be discussed.
