I Kumision I Fino’ CHamoru Yan I Fina’nå’guen I Historia Yan I Lina’la’ I
Taotao Tåno, or the Commission on CHamoru Language and the Teaching of the
History and Culture of the Indigenous People of Guam, has been consulting
with Northern Marianas leaders in the standardization of the CHamoru
language.

An informational briefing was convened by the Legislature’s Committee on
Culture and Justice on Wednesday at the Guam Congress Building.

Vice Speaker Therese Terlaje said the purpose of the briefing is to inform
the public about the fiscal 2018 budget allocation of the commission; rules
and conduct and organizational structure; and updates on the orthographic
rules of the CHamoru language and dictionary.

Terlaje noted that the body was established by public law as the authority
of CHamoru language policy for Guam. “Their primary duty was to prescribe
the language in its written form in preparation for long-term
perpetuation,” she said during the briefing.

Another mandate is to consult with government leaders and others in the
Commonwealth of the Northern Mariana Islands who are interested in the
standardization of the CHamoru language orthography. Part of this
partnership is to recognize and establish agreement relevant to the
orthography, as well as existing regional differences.

Peter Onedera, a commission member, said the commission has met with
representatives working on the dictionary in the CNMI and they have given
the commission a list of more than 100 words.

The members of the commission are Hope Cristobal, Jimmy Santos Teria, Rosa
Salas Palomo, Johnny Sablan, Robert Underwood, Laura Souder, Rufina
Mendiola, Teresita Flores, and Peter Onedera.

The commission members said they plan to invite GovGuam agencies to have
representatives to the commission.

Palomo said this would enable the body to find out how to provide
assistance to the GovGuam agencies.

“The most important criteria is that first, they have a basic interest in
doing this kind of work and, two, that they speak CHamoru,” Palomo said.

The commission also was created to advise public and private institutions
and organizations on current orthographic rules established for the CHamoru
language.

Cristobal said the commission will have a lexicon committee to update the
current CHamoru dictionary, given the introduction of new
technology-related words.

“We found ourselves discovering new words to begin with. We have formed a
lexicon committee to address, for example, adding new words. We found out
that other jurisdictions in Hawaiian people and the Alutiiq people have put
up a system analyzing how we would create these new words, especially with
our information technology today,” Cristobal said.

The commission also plans to release a children’s dictionary in CHamoru as
part of its strategic plan for 2018.

The commission also is mandated to assist the Bureau of Statistics and
Plans in doing a survey on the existing number of CHamoru speakers on Guam.
