Dear Friends:  I have just sent a lgpolicy message containing at least 10
messages that came up in the list, which I don't usually do.  But there
were so many mini-lists, and mostly al about the 3-language formula that is
typical for India, and which they have been trying to deal with for 40 or
50 years.  Hope you can sort this out.
