necessary?</FONT> <BR><FONT size=2>3) What would be its purposes?</FONT>

<BR><FONT size=2>5) How would it differ from some other similar
networks?</FONT> </P>
<P><FONT size=2>These are indeed some of the questions which should be
explored further. </FONT><BR><FONT size=2>What are *your* own views on these

<P><FONT size=2>It would be very encouraging if any of you could contribute
