<P><FONT SIZE=2 FACE="Arial">Noves SL Winter 2002 starts a new editorial line since the review released in autumn 2000 its first electronic issue. This new line aims to submit to our readers a series of monographic approaches to several subjects in order to give a more in-depth complete picture of what is going on in different sociolinguistic domains.</FONT> </P>
<P><FONT SIZE=2 FACE="Arial">The interest of this monography lays in the fact that we want to inform about all the sociolinguistic studies carried out or promoted by public institutions during the nineties and which contain mainly official<I></I> data about use, knowledge and attitudes of the population of the afore-mentionned territories, taking into account the language targeted by the language policies in every sociolinguistic situation: Catalan for the governments of Andorra, Balearic Islands and Catalonia; Basque for the autonomous government of the Basque Country; Galician for the Xunta of Galicia [autonomous government of Galicia] and Latvian for the government of Latvia. </FONT></P>

<P><FONT SIZE=2 FACE="Arial">As for the sociolinguistic studies promoted by public institutions in the Catalan-speaking territories, we would like to stress what follows: on the one hand, the excellent article of Joan-Albert Villaverde (</FONT><FONT SIZE=2 FACE="Arial">Directorate General for Language Policy</FONT><FONT SIZE=2 FACE="Arial">), where the author gives an exhaustive state of the question about the studies refering to knowledge and uses in the Balearic Islands, both from the institutional approach and from the university domain. The appendix of the article is also worthnoting for those interested in the sociolinguistic reality of the Balearic Islands as far as it includes detailed bibliographic information about the studies reviewed; we also stress the interest of the references made to the sociolinguistic map of the Balearic Islands, whose first data should be released soon. </FONT></P>

<P><FONT SIZE=2 FACE="Arial">On the other hand, from the</FONT> <FONT SIZE=2 FACE="Arial">Service for Language Policy</FONT><FONT SIZE=2 FACE="Arial"> (SLP) of the government of Andorra, Marta Pujol and Montserrat Badia have written an interesting article which enlights the will of the government of Andorra to know better the situation of languages in the country and, especially, that of the Catalan language, by means of sociolinguistic studies aiming to change this reality -from the results obtained- leading to the setting up of concrete actions of language policy. In that respect, the article shows a clear exposition and a very useful information where are also stated the future guidelines for the SLP which is currently promoting studies about linguistic uses among young people and the factors determining these uses. </FONT></P>

<P><FONT SIZE=2 FACE="Arial">As for Catalonia, the article of Joan Maria Romaní (Directorate General for Language Policy-DGLP) is a detailed and meticulous review of all the studies promoted and commissioned by the DGLP since 1994 up to now, where the author describes the project regarding the data base about the studies of the DGLP -very useful for both readers and researchers--, as well as an appendix including complete bibliographic references of all the studies commissioned and promoted and an explanation about how to get an easy access to them in the</FONT> <FONT SIZE=2 FACE="Arial">Documentation Centre in Sociolinguistics</FONT><FONT SIZE=2 FACE="Arial"> of the DGLP.</FONT></P>

<P><FONT SIZE=2 FACE="Arial">As for other communities in Spain, the reader can know more in detail the state of the question regarding the objectives and the implementation of sociolinguistic studies promoted by the</FONT> <FONT SIZE=2 FACE="Arial">Vice-ministry of Language Policy of the Basque Government,</FONT><FONT SIZE=2 FACE="Arial"> which aim to a policy of positive discrimination towards Basque; from the concise and explanatory article of Miren Mateo and Xabier Aizpurua, we want to stress the interesting reflection about the need of elaborating a system of linguistic indicators to evaluate the results of the studies promoted by the vice-ministry, as well as the description and explanation of the results of these studies. To facilitate the reseach and consultation, you can find in the website of the Vice-ministry of language policy a complete listing of published studies, which are also reviewed as bibliographic references in the appendix.</FONT></P>

<P><FONT SIZE=2 FACE="Arial">From Galicia, we received a paper from the research team of the Seminar of Sociolinguistics of the Real Academia Galega. This task force has been taking part -and still does- in the design and implementation of the most relevant sociolinguistic studies promoted by the Galician government -as for example the Sociolinguistic Map of Galicia (MSG)--, which is reviewed and explained in this highly rigorous and objective article. The research team, made up of 10 members, informs about the methodology and attitudinal results of a qualitative study which is still being carried out for the moment, although they have already released the first results refering to linguistic attitudes, which differ -with relevant resistences towards the linguistic normalization of Galician--, from those obtained from the MSG, a large quantitative study carried out in the nineties.</FONT> </P>

<P><FONT SIZE=2 FACE="Arial">Finally, and as already stated above, we have had the will to focuse on sociolinguistic studies promoted by the government of some candidate country to the EU. From</FONT> <FONT SIZE=2 FACE="Arial">Latvia</FONT><FONT SIZE=2 FACE="Arial">, Aija Priedite's contribution is an approach to the sociolinguistic situation of her country after the independence of 1991 by means of the description and explanation of the objectives, design, implementation and evaluation of a specific programme devoted to the learning of Latvian, within the new framework where Latvian is now the official language of the country and Russian has been dismissed from official uses. At the end of the paper, the reader will find a link to the sociolinguistic studies promoted by the Latvian government since 1991.</FONT> </P>
