<p class="MsoNormal" style="text-align:justify"><span style="font-family:"Calibri","sans-serif""> </span></p><p class="MsoNormal" style="text-align:justify"><span style="font-family:"Calibri","sans-serif"">We invite paper proposals for a thematic section on “Governing Languages” at the AFSP Congress in Paris on July 9-11, 2013. The theme of “Governing Languages” seeks to overcome the dichotomy between instrumental and symbolic approaches to the study of language by linking language politics and policies to broader questions of political science. We therefore are soliciting papers that address the concept and practice of governing languages in contemporary, complex democratic societies from a comparative perspective in order to further develop a body of research and reflection on governing languages. </span></p>
<p class="MsoNormal" style="text-align:justify"> </p><p class="MsoNormal" style="text-align:justify"><span style="font-family:"Calibri","sans-serif"">Accepted p</span><span style="font-family:"Calibri","sans-serif"">apers addressing the general theme of governing languages will be grouped into two sessions at the AFSP Congress in Paris in July 2013:</span></p>
<p class="MsoNormal" style="text-align:justify"><span style="font-family:"Calibri","sans-serif"">The first session will focus on language policies. In the context of defining and delimiting language policies, questions to be addressed will include: How are language policies differentiated from other public policies? Are they differentiated by specific instruments and goals? Are there different types of language policies and how are these differences articulated?</span></p>
<p class="MsoNormal" style="text-align:justify"><span style="font-family:"Calibri","sans-serif"">The second session will focus on language politics. More specifically, we are interested in papers that address the relationship between governing languages and other modalities of governing such as citizenship regimes. Are language politics reflective of a given model of citizenship? How do language politics represent, define and delimit the civic community? How is the nature of citizenship affected by the governing of languages?</span></p>
<p class="MsoNormal" style="text-align:justify"><span style="font-family:"Calibri","sans-serif""> </span></p><p class="MsoNormal" style="text-align:justify"><span style="font-family:"Calibri","sans-serif"">In engaging in this collective reflection and research on language policies and politics, we will privilege those contributions with a comparative dimension and which attempt to relate empirical case studies to more general questions on the governing of languages. We also encourage a diversity of approaches in terms of types of cases, scale of analysis (e.g., national, regional, supernational), and methodology and sources. </span></p>

<p class="MsoNormal" style="text-align:justify"><span lang="FR" style="font-family:"Calibri","sans-serif""> </span></p><p class="MsoNormal" style="text-align:justify"><span lang="FR" style="font-family:"Calibri","sans-serif"">Dans le cadre du 12<sup>e</sup> Congrès de l’AFSP qui se tiendra à Paris du 9 au 11 juillet 2012, nous organisons une section thématique autour de la question du « gouvernement des langues ». En reliant l’étude des politiques linguistiques à des questionnements généraux de la science politique, le thème du gouvernement des langues vise à dépasser l’opposition entre approches instrumentale et symbolique des langues. Dans cette optique, nous sollicitons des papiers abordant le concept et la pratique d’un gouvernement des langues dans les sociétés démocratiques contemporaines et complexes à travers une perspective comparative afin de développer les recherches déjà entreprises dans ce domaine et d’assurer une plus forte cumulativité entre elles.</span></p>
<p class="MsoNormal" style="text-align:justify"><span lang="FR" style="font-family:"Calibri","sans-serif""> </span></p><p class="MsoNormal" style="text-align:justify"><span lang="FR" style="font-family:"Calibri","sans-serif"">Les papiers acceptés sur le thème du gouvernement des langues seront regroupés en deux sessions au Congrès de l’AFSP en juillet 2013:</span></p>
<p class="MsoNormal" style="text-align:justify"><span lang="FR" style="font-family:"Calibri","sans-serif"">Une première session se placera dans une perspective d’analyse des politiques publiques et soulèvera la question de la délimitation et la spécificité des politiques des langues : Qu’est-ce qu’une politique linguistique ? S’agit-il d’un secteur de politique </span><span lang="FR-BE" style="font-family:"Calibri","sans-serif"">publique spécifique ou d’un ensemble hétérogène de politiques issues de secteurs différents ? Ces politiques se caractérisent-elles par des instruments et des finalités spécifiques ? Comment les différents types de politiques linguistiques s’articulent-elles ?</span></p>
<p class="MsoNormal" style="text-align:justify"><span lang="FR" style="font-family:"Calibri","sans-serif"">Une deuxième session abordera la question du gouvernement des langues dans une perspective de sociologie politique : Les politiques linguistiques sont-elles </span><span lang="FR-BE" style="font-family:"Calibri","sans-serif"">la traduction de modèles de citoyenneté ? Comment agissent-elles en tant que vecteurs de représentation, de définition et de délimitation de la communauté civique ? Que nous disent ces politiques sur les transformations affectant la nature de la citoyenneté ?</span><span lang="FR" style="font-family:"Calibri","sans-serif""></span></p>
<p class="Default" style="text-align:justify"><span lang="FR" style="font-family:"Calibri","sans-serif""> </span></p><p class="MsoNormal" style="text-align:justify"><span lang="FR" style="font-family:"Calibri","sans-serif"">Afin de construire une réflexion collective autour de ces questions, nous privilégierons des contributions comportant une dimension comparative et cherchant à articuler des études de cas empiriques à une réflexion plus générale sur la question du gouvernement des langues. Nous encourageons également la diversité des approches à la fois en termes des types de politiques linguistiques étudiées, en termes d’échelle de l’analyse (national, régional, supranational) et de sources et de méthode utilisées.</span></p>
