<p><strong>The School District of Beloit Board of Education voted to
include two new schools in its Dual Language Immersion program and
voted to amend its bidding policy at its Tuesday evening meeting.</strong></p>

<p>Bilingual kindergarten students will move on to the first grade
as a new batch of kindergarten students enter the program at Hackett and
Robinson Elementary schools, said Rosamaria Laursen, ELL program
manager in an earlier interview. </p>

<p>Board president Shannon Scharmer said the board voted Tuesday to add Converse and Todd to the schools offering the program. </p>
<p>Last fall two kindergarten classes at both
Hackett and Robinson took advantage of a new program aimed to help
students become fluent in both English and Spanish. There were 72
students in the program in the 2012-2013 school year.</p>
<p>Scharmer said the board also voted to amend
Policy 672.1 purchasing and bidding requirements to add the word
“services” and “equipment.” Under the newly amended School Board Policy
672.1 the purchases of $25,001 or more require the solicitation of three
or more bids if it is for equipment or services. </p>
<p>Scharmer said all polices are being looked at for clarification, with the Policy Committee reviewing them in order. </p>
<p>The action follows a vote on May 14 where a
no-bid contract for $43,000 a year was given to Resonate Web Marketing
(RWM), owned by Rick McGrath and Ana Kelly of Beloit. </p>
<p>There was no public notification of the
district’s intent to seek a new service through a “request for proposal”
notice, commonly published when bids are sought by government agencies.
McGrath told the Beloit Daily News he was directly approached by the
district and subsequently submitted the proposal for which he was
awarded the contract.</p>
<p>Board Vice President John Acomb told the
newspaper, however, that district was not required to seek bids for
professional “services.” </p>
