                                                                                                        <p><span id="dateline"><strong>HARRISONBURG, Va. (WHSV) --</strong></span>
  A candidate for the Rockingham County School Board spoke against a 
policy concerning discrimination and sexual harassment Monday</p>
                                                                        <p> The candidate, David Briggman, thinks it is illegal and too vague.</p>
                                                                        <p> The policy states homophobic language and negative statements are forms of sexual harassment.</p>
                                                                        <p> Briggman said under the policy, a transgender teacher leaving Friday as a woman can return Monday dressed as a man.</p>
                                                                        <p> Superintendent Carol Fenn said teachers are role models and a conversation would take place about how appropriate this is.</p>
                                                                        <p> "This school board should not have secretly passed this 
amendment with no public input or any discussion at the time of 
passage," said Briggman.</p>
                                                                        <p> He also said there is no policy under Virginia law that allows this.</p>
                                                                        <p> Fenn said the school board or the Virginia Board of Education can offer recommendations for policy changes. </p>
                                                                        <p> The policy has been in place since September of 2012.</p>
