Dialect is a speech variety bound on historical, political and cultural grounds to a larger whole called language. If you reject that binding for political and cultural reasons, it ceases to be a dialect and is viewed as a language. Vernacular, on the other hand, is a relationship of a language with another language. The relationship between languages is also defined by economic, political and cultural power. Vernaculars may have less or none of this power.
