<div dir="ltr"><h2 class="">Health board 'failed' to provide Welsh-speaking nurse for boy</h2>

Board breached its own Welsh language policy by failing to provide a
Welshspeaking school nurse for the assessment of a fiveyearold Cere
digion child who could not speak English.</p>
<p>An investigation by the Welsh Language Commissioner has ruled
that the health board breached its own policy on eight occasions when it
failed to provide a school nurse who could speak Welsh to carry out the
assessment.</p>
<p>There was also criticism of the board’s recruitment process to
attract Welshspeaking staff and it was said the board’s Welsh Language
Steering and Monitoring Group failed to consider the requirement for
Welsh language speakers when considering vacant posts.</p>
<p>The investigation report said a complaint was lodged in November
2013 by one of the child’s parents that their monoglot Welsh child had
not been able to have an assessment in Welsh.</p>
<p>The commissioner found that the board had breached its Welsh language scheme in the failure to provide a Welshspeaking nurse.</p>
<p>A spokesperson for the commissioner, said: “The investigation
concluded that the health board failed to comply with eight clauses in
its language scheme by not planning and arranging a Welsh language
service.</p>
<p>“The clauses relate to service delivery, staffing and recruitment
and monitoring processes to ensure compliance with the language
scheme.”</p>
<p>As part of the report, the commissioner has made three
recommendations that are to ensure that a Welsh school nurse is
available to provide services for Welsh speakers and to put in place a
procedure to provide a Welsh service even if there are problems in
recruiting; draw up a workforce development plan to attract, recruit and
train qualified bilingual staff in the school nursing service; and to
review the Welsh language steering group to ensure that staffing and
recruitment is carried out to meet the Welsh language scheme.</p>
