Gwynedd councillors yesterday criticised a housing
association for it’s decision to drop the Welsh language as an essential
skill for senior managers.

Twelve members of the language
committee voted unanimously that a controversial decision taken by
Cartrefi Cymunedol Gwynedd - landlord to 6,300 homes - went against its
own language policy and would lead to a reduction in the use of Welsh by
the company and its workforce rather than promote it.

CCG want to employ two top directors on salaries of £82,000 each - but they don’t have to speak Welsh.

The committee backed a proposal by Cllr Sian Gwenllian that CCG’s decision would “open the door” for other bodies to follow the same path.

The
councillors also asked for a meeting with CCG’s board of directors to
discuss its decision and asked for a report to be prepared by its next
meeting to look at the “lessons to be learned” so that similar problems
can be avoided in the future.

The council was responsible for the housing stock before they transferred to CCG.

Cllr Gwenllian’s resigned from CCG’s board following its decision to downgrade its language job requirements.

Welsh
Language Commisioner Meri Huws said it had not given sufficient reason
for its decision not to make Welsh a condition of employment.

A protest held at Caernarfon last Saturday attracted over 250 protesters and calling for CCG to change its mind.

A
CCG spokeswoman said: “The deadline for applications for the two
directors’ positions has now passed and the recruitment process is
on-going. We hope to appoint by the end of February. The
decision to remove the language requirement for these two posts was a
very difficult one for the Board but one that was based on a set of
circumstances and experience which included our difficulty in recruiting
to senior management and technical posts in the past.”
