<p class="MsoNormal">This is how a teacher at a leading state elementary school in Beijing taught first-graders this month how to write
<span style="font-family:"MS Gothic"">$B>H(B</span>, or zhao, meaning $B!F!F(Bto photograph$B!G!G(B: $B!F!F(BA little Japanese, picked up a knife, killed a person, left four drops of blood.$B!G!G(B<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">When I asked Chinese friends about this, they laughed. Their reaction wasn$B!G(Bt exactly politically correct, perhaps. But then China isn$B!G(Bt, at least not in the way that phrase is understood in some societies as avoiding speech or policies
that could offend an identity group based on gender, ethnicity or sexuality. Or on something else. Like Japanese-ness.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">China is extremely good at being politically correct in its own way. Official documents are filled with phrases like, $B!F!F(BWe must strongly and severely express our anger toward Japan!$B!G!G(B<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Why doesn$B!G(Bt the government spare us the repetitive adverbs?<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">$B!F!F(BImpossible to drop one word,$B!G!G(B explained one politically astute Chinese. $B!F!F(BIf you skip one word, everyone will think there$B!G(Bs been a policy change.$B!G!G(B<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">The teacher$B!G(Bs choice of phrase was at least orthographically acceptable.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">The radical, as the components of a character are called, for $B!F!F(Bsun$B!G!G(B (<span style="font-family:"MS Gothic"">$BF|(B</span>, or ri) also stands for Japan (<span style="font-family:"MS Gothic"">$BF|K\(B</span>, or Riben), $B!F!F(Bsource of the sun.$B!G!G(B (The
$B!F!F(Blittle$B!G!G(B (<span style="font-family:"MS Gothic"">$B>.(B</span>, or xiao) is a common insult applied in China to the Japanese.) The other radicals are a $B!F!F(Bknife$B!G!G(B (<span style="font-family:"MS Gothic"">$BEa(B</span>, or dao) and a $B!F!F(Bmouth$B!G!G(B symbolizing a person (<span style="font-family:"MS Gothic"">$B8}(B</span>,
or kou). Add four $B!F!F(Bdrops$B!G!G(B (<span style="font-family:"MS Gothic"">$BE)(B</span>, or di). An effective, if bloodthirsty, mnemonic, drenched in the Chinese-Japanese hatred born of World War II that flourishes to this day.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">My 7-year-old daughter now knows exactly how to write zhao. Ask her and she chirrups: $B!F!F(BYige xiao riben, nale yiba dao, shale yikou ren, liule sidi xue!$B!G!G(B<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Then there$B!G(Bs race.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">$B!F!F(BForeign babies are much more beautiful than Chinese babies!$B!G!G(B friends and even strangers cooed when my children were small. $B!F!F(BUh, I don$B!G(Bt really agree,$B!G!G(B I$B!G(Bd say. $B!F!F(BWhy do you think so?$B!G!G(B<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">$B!F!F(BBecause they$B!G(Bre so white!$B!G!G(B<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Black is less admired.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">When Barack Obama was elected president of the United States in 2008, a Chinese friend marveled at the election of the first African-American.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">$B!F!F(BAmerica must be a really special place,$B!G!G(B she confided. $B!F!F(BWe would never elect a Tibetan as president.$B!G!G(B<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Her reasoning ran something like this: Both blacks and Tibetans are considered inferior and such allegedly inferior people will never lead China. Comments about $B!F!F(Bblack devils$B!G!G(B are freely made here, and blacks may be regarded as a lesser
kind of foreigner.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">China does not have a specific antidiscrimination law, though there are provisions within individual laws, for example, pertaining to employment, and many regulations, banning discrimination on grounds of gender, disability or other attributes.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">$B!F!F(BIt$B!G(Bs scattered,$B!G!G(B said Ding Xiaodong, a law professor at China Renmin University. $B!F!F(BEach ministry has its rules. It$B!G(Bs not like the United States where there are special antidiscrimination laws.$B!G!G(B<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Certain ethnic groups, such as the mostly Muslim Uighurs from the western region of Xinjiang, may encounter severe bias in the predominantly ethnic Han areas of the east. They are turned away from some hotels, and local governments may
issue rules restricting their employment and residence.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Yet the state does not permit ethnic discrimination cases to be filed, Mr. Ding said. $B!F!F(BThey fear intensifying ethnic tensions,$B!G!G(B he said. $B!F!F(BThey think antidiscrimination lawsuits could harm the state$B!G(Bs policy of ethnic unity, or lead to
identity politics.$B!G!G(B<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">When prosecutors announced last week that they were charging Pu Zhiqiang, a prominent human rights lawyer, with $B!F!F(Binciting ethnic hatred,$B!G!G(B what they meant was that he dared to criticize state policy in Xinjiang. Not that he said offensive
things about Uighurs.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">One mother of a child in my daughter$B!G(Bs class objected to the teacher$B!G(Bs choice of a mnemonic.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">$B!F!F(BThank goodness there weren$B!G(Bt any Japanese children in the class. It wouldn$B!G(Bt have been fair to them,$B!G!G(B she said. Then she added, $B!F!F(BOf course, I don$B!G(Bt like Japanese either.$B!G!G(B<o:p></o:p></p>
