Over 92 per cent of the population speaks Azerbaijani and, hence, Russian has not been considered as a threat to the language of the titular nation. Russian and English play significant roles in
the public domains of education and intercultural communication. However, there are some differences between attitudes toward languages and the language policy.</p>
