Kate's answer reminded me of Patricia Richards discussion (not as discourse
focused) in her book *Race and the Chilean Miracle* of how recent Chilean
administrations have applied terrorism laws to prosecute Mapuche activists,
laws that were originally developed under the Pinochet regime to
incarcerate political dissidents.
