appositive relative clauses

I wonder if Lutz doesn't mean "appositional" as in "These buildings, which were constructed in the 1920s, are vulnerable to earthquakes"? (Also called "nonrestrictive relatives"). If so, the Arabic example wouldn't qualify, would they?
