negative raising is another label for the classical logical notion of "Truth-functional under negation", or tertium-(non)-datur.
Attitude verbs such as "believe", "hope", "fear" are NOT truth-functional (or don't allow NEG-raising), although we might spontaneously feel that they do. Suppose that John is completely indifferent about the weather, then every of the following sentences is false (has a negative truth value).
(a) John hopes that is rains.
(b) John hopes that it doesn't rain.
(c) John doesn't hope that it rains.
Truth-functionality has also versions for "conjunction" and "disjunction".
