The National Science Foundation is offering two-year grants to
assist K-12 institutions, vocational technical schools, public
libraries and museums, post secondary educational institutions,
and consortia of such organizations hook up to the Internet.

GENERAL INFORMATION:
For K-12 institutions, $15,000 grants for innovative technologies
for Internet connections.
For postsecondary institutions, $20,000 grants to establish
initial access for institutions without Internet connections.
For consortia to connect small colleges, K-12 institutions,
two-year colleges in a novel way, negotiated awards.
For high performance network connections, $350,000 grants.
DEADLINES: May 15, 1996 and July 31, 1996.

ZHONGHUA SCHOLARSHIP: UPDATE (3/20/96)
This is the last update before the April 1st deadline. Please make
sure your cover letter and the Application Form are mailed or faxed
before or on April 1. Recommendation letters and other supporting
materials can be sent in later, but should be received by WCCEC before
April 20th, 1996. Here are some more general answers to questions
asked:
* MEDICAL INSURANCE:
Every recipient is covered from September 1st, 1996 to their
departure from China for ordinary and reasonable health related
problems. The rules they go by are the regulations governing
medical insurance for all foreigners working in the field of
education in China. Some recipients may prefer to retain their
insurance policy here in the States in case they have a serious
problem and have to terminate the program to come back to the
States for treatment. Others cancel theirs for the Scholarship
period. It is an individual decision and WCCEC is not involved in
this issue.
* COLLEGE CREDITS:
Since this is a scholarship that requires no financial responsibility
from U.S. colleges and universities, it depends on the individual
school to decide whether or not the credits will be accepted. It is
most likely, however, to be exempted from certain courses due to the
increase of proficiency in Chinese after living in China for some
time. Those who would like to prove their Chinese proficiency to their
home school can take a proficiency test through WCCEC, which will also
provide an official letter in support of such an effort.
* ARRANGEMENTS FOR APPLICANTS WITH DEPENDENTS:
Recipients who are married can bring their spouses with them at their
own expenses. Housing and medical insurance will be provided by the
hosting institution in China, but it is the responsibility of the
recipient for extra expenses. Since such expenses may differ from
place to place, it is not clear at this stage how much it will
be. Spouses who are also native speakers of English, if qualified, are
encouraged to apply for the scholarship as well.
* LOCATIONS FOR HOSTING INSTITUTIONS IN CHINA:
Participating schools for the Zhonghua Scholarship Program are
situated near Guangzhou(the capital city of Guangdong Province, about
two hours from Hong Kong by train) and Shantou (the 2nd largest city
in the province, about 200 miles from Guangzhou).
* TRAVEL ARRANGEMENTS AND EXPENSES
It differs slightly from year to year with regards to the "US
departure point". For recipients leaving in September 1996, the
departure point will be the city in which the pre-departure
orientation is held. Travel expenses from Hong Kong to the hosting
school are also paid for. Any fees for local transportation (e.g. from
airport to orientation site) and overweight luggage, however, are the
responsibility of the individual. Those short-listed candidates who
have difficulty paying the $500 registration fee for the Orientation
should contact WCCEC to discuss the issue.

======= Attached: ZHONGHUA SCHOLARSHIP (Description) =======
Jointly established by the Cross-Culture Education Center of
Washington (WCCEC) and educational institutions both in China and the
United States, the scholarship is open to all native speakers of
English who are interested in various aspects of China and the Chinese
language. Through both of its programs (Program A: one-year; Program
B: one-semester), the scholarship offers an opportunity to study
Chinese or conduct a related research in China, to teach English in
China and to travel in China. Every recipient is provided with round
trip travel expenses from the U.S. departure point to the hosting
institution in China, room and board, medical insurance as well as a
monthly stipend that equals to the monthly salary of a university
professor in the local area. The deadline for application is April 1st
for both programs (Program A: 9/96-7/97; Program B: 9/96-2/97) but
early application is encouraged. For more information, please contact:
