Can anyone tell me when syllable-final /l/ is velarized in English?

Thanks.

I would be interested to know if anyone out there knows of languages
which grammaticalise IFF (if and only if) in protasis markers which are
distinct from those expressing only IF conditions. I will be happy to
post a summary if there is sufficient interest.
