Subject: translation program for the German language

I am desperately seeking a software program which will enable me to
translate a book printed in Austria in the German language. I have
experimented with the Systran program and it does not seem to "read"
every word nor place the words in reasonable grammatical order.
Is there anything else that I might find? Have had success with MicroTac
Spanish and French translating programs but cannot seem to locate them now.

Does anyone have a copy of an unpublished booklet by Martin Joos titled
"Basic Notions of Acoustic Phonetics"? Know how I can get one? According
to Bernard Bloch (1948), this booklet was the result of lectures on
acoustic phonetics that Joos gave at the Linguistics Institute in 1947,
and it was the seed for his 1948 *Acoustic Phonetics,* a *Language*
monograph, which was the first work written for linguists on the acoustic
spectrograph.

Thanks in advance for any help.
