article reporting on a shortage of teachers for bilingual and ESL
classes in the US:

    Wave of Pupils Lacking English Strains Schools

    Schools across the country, particularly in rural areas, are
desperately short of people qualified to teach bilingual or
English-as-a-second-language classes.
