Subject:  The "other" double negative

I've been wondering about constructions of the form ''not + un-'' as
in ''not uncommon'' or ''not impossible,'' etc.

Can anyone tell me:

1.  Is this form called ''double negative'' or something else?

2.  Does ''not + un-'' imply a third value?  As in, X, not-X, and ''a
little'' X or ''sort of'' X?  Or is it used more often as a literal
''double negation'' (hence my labeling question).

3.  Can anyone point me to papers on the subject?
