Description:

Security Clearance Required: Top Secret

Practice Leader: PhD in computational linguistics, machine language
translation,information retrieval or information extraction. At least
5 years experience applying technologies to real world problems to
develop information technology solutions.  Professional Services
experience and/or training to recruit/develop a team of 10 to 15
NLP/MT/CL professionals and profitably operate a consulting and
implementation services practice.

CRITICAL ELEMENTS:
* Computational linguistics, speech processing, and/or information
  retrieval and indexing education, training, and experience
* Natural Language Processing experience and/or education and training
* Machine language translation education, training, and experience
* Algorithm programming education, training, and experience
* Research training and/or experience
* I/T Services experience

KNOWLEDGE & EXPERIENCE:
* Requires PhD in engineering, linguistics, or machine language
  translation
* Knowledge of Small Business Innovation Research and Small Business
  Technology Transfer Research  (SBIR/STTR) federal programs
* Knowledge and experience in writing and managing technical
  statements of work for research and implementation contracts.
* Excellent customer relationship development and service skills,
  analytical and interpersonal skills and oral/written communication
  skills
* Knowledge and experience with multiple programming languages: Java,
  Perl, Visual Basic, etc.
* I/T Services experience in the federal government

Essential Duties and Responsibilities
· Develops, documents, and obtains executive approval for a profitable
  business plan
· Finding and Selling services engagements to keep team fully billable
  and utilized; developing, managing, and reporting a pipeline of
  future opportunities
· Ability to manage a labor-based services business model with key
  measurements of utilization, gross profit, net profit, and customer
  satisfaction
· Customer relationship and rapport development skills, experiences,
  and existing contacts and relationships
· Bringing and developing relationships with key large prime
  contractors
· Federal Proposal and grant writing skills and experiences
· Knowledge and experience in modification and implementation of
  packaged software or new leading edge software.
· Personnel management of employees: performance plans, hiring,
  terminations, improvement plans, etc
· Writes and maintains functional and technical specifications.
