Meeting Description:

The 2011 conference aims at providing researchers, civil society representatives, policy makers and stakeholders with an understanding of new developments and trends in language legislation -either from a top-down approach or a bottom-up approach- considering recent events and presentneeds. It must be borne in mind that the European Charter for Regional and Minority Languages will soon be 20 years since it was opened for signature, and that 2011 will mark, too, the 15th anniversary of non-official instruments such as the Universal Declaration of Linguistic Rights. Furthermore, 2007 witnessed the adoption of the Declaration on the Rights of Indigenous Peoples by the UN. The list of charters and treaties about linguistic protection is however not limited to the ones mentioned here.

With this context in mind, the conference will examine to what extent it is possible to sustain, promote and develop linguistic diversity and multilingualism, both for minorised and minority languages and for languages of newcomers to Europe. 

Call for Papers:

For this conference, scholars, university students, practitioners, policy makers, language lobbyists and grassroots organizations working and/or researching on language and legislation are sought and welcome.

Relevant topics include (but are not limited to):

1. Legislation of minorised and minority languages. New developments and trends in language legislation
2. Language ideologies, discourses and politics in the European Union. What kind of multilingualism, both for member states and a united Europe?
3. The European Charter for Regional and Minority Languages
i) The ECRML's régime in theory and practice
ii) National, regional and transnational perspectives
4. New language policies in relation to devolution of powers' processes
5. Minority language communities within regions with legislative powers
6. Roma communities and their language
7. Sign language planning and policies
i) The link between sign language and identity
8. Grassroots language planning. The influence of language mobilisation in language planning
9. Language, migration and social cohesion
i) Language maintenance and immigration
ii) Minority and minorised immigrant languages

This call for papers invites two types of proposals:

Individual papers. These presentations will address current research related to the main topics mentioned above and should be 30 minutes in length with additional time allocated for questions and discussion. Please send an abstract of 500 words.

Case studies. These sessions are aimed at practitioners (both professionals and academic) and grassroots organizations that wish to illustrate with examples the main topics mentioned above. They should be 15 minutes in length. There will be additional time allocated for questions and discussions after each session of 4 case studies. Please send an abstract of 300 words.

The conference languages are Catalan and English, but abstracts can be received also in Welsh, Frisian, Swedish, Spanish, Finnish, Hungarian, Dutch, Italian, Occitan and French.

All abstracts and descriptions should be sent to: mercator at ciemen.cat by May 10th, 2011. Notification will be given by 24th May 2011. Full papers should be sent by July 8th, 2011.
