Regional Attractiveness and Sustainability in Times of Glocalisation

Since the first 'awakening' of Latgalians in the beginning of the 20th century Rēzekne is named the heart of Latgale. Also 100 years later this place has not lost its importance as a regional centre, on the contrary - Rēzekne is a city of research and of conferences which focus on issues relating to the development of the region of Latgale.

Rēzekne University College has since 2009 hosted the scientific project 'Linguoculturological and Socio-economic Aspects of Territorial Identity in the Development of the Region of Latgale' (TILRA), financed by the European Social Fund (ESF). The project will end on November 30, 2012. Therefore, this conference will focus on the latest scientific and popular scientific publications which have been produced in the project (the 'Linguoterritorial Dictionary of Latgale' and an encyclopaedic edition of similar content for schools), as well as on the results of individual research. Thereby, we wish to present an integrated view on the prospects of the development of the region of Latgale, and an evaluation of the attractiveness of 14 towns and cities of the planning region of Latgale.

At the same time, at the end of 2012 a second project will reach its final stages. Since 2011, Rēzekne University College, in cooperation with researchers of Vytautas Magnus University in Kaunas (Lithuania) and the Institute of Mathematics and Computer Science of the University of Latvia, has conducted the project 'Development of Research Infrastructure for Education in the Humanities in Eastern Latvia, Lithuania' (HipiLatLit). The project created a joint research infrastructure for the humanities in higher education in the Eastern borderlands of Lithuania and Latvia. The project resulted in a Latgalian language corpus and parallel Latvian-Lithuanian and Lithuanian-Latvian language corpora as well as a 'Lithuanian-Latvian-Latgalian Lexicon'. During the conference it will be possible to get acquainted with the results of the researchers in this project.

Participation fee: 40 EUR (students 20 EUR) 

Call for Papers:

We kindly invite to this conference on the development of the region of Latgale researchers, representatives of municipalities, specialists in regional planning and development, and employees of educational and cultural institutions dealing with regional socio-economic, cultural or educational issues.

During the conference we will discuss regularities of processes of regional development and their impact in the regional, national and international context. By taking this interdisciplinary approach, we believe to provide opportunities for understanding and creating a balanced and sustainable development of the region.

Topics of the Conference:

1. Cities as polyfunctional centres which advance regional development
2. Latgalian identity: traditions and modern contexts
3. Linguistic and semiotics pictures of the city - an expansion of research boundaries
4. Creating, developing and processing multilingual language resources
5. Technologies, tools and methods of natural language processing

Working languages of the conference: Latvian, English
Duration of presentation: 30 minutes, including discussion

May 31, 2012: Deadline for handing in abstracts (approx. 300 words)
June 22, 2012: Notification of acceptance or rejection of the application by the scientific committee
June 29, 2012: Publication of the approved abstracts (300 words) on the conference website
November 8-9, 2012: Conference
January 31, 2013: Submission of articles for a collection of scientific papers
2013: Publication of the collection of scientific papers
