Yes, 'not mixing levels' is a tenet - but linguistics is science, not a
religion; tenets are subject to empirical testing, and if they fail to account
for the data, then they must be modified.  Many of us think there are problems
with this particular idea, even though it does have value as a methodological
starting point.
