Overview
Over 7 million Californians are of limited English proficiency (LEP), and may require language assistance services to fully access the state court system. The Judicial Council of California, through the AOC, promotes language access to the courts in several different ways. The Court Language Access Support Program is a staff unit within the AOC devoted to this important work. The unit is currently recruiting for a fulltime Senior Court Services Analyst. The primary function of this position is to oversee the testing program for interpreter candidates who wish to become either certified (in one of California’s 15 certified languages) or registered (in all other languages) court interpreters for the California state courts. Bilingual court staff can also take certain exams to document their speaking abilities through this testing program. More than 2,000 tests are taken each year.

Responsibilitites
This position leads the testing program, including:
- Comprehensive project management and oversight of an outside vendor that serves as the AOC's exam administrator.
- Policy coordination and communication, including with the Court Interpreters Advisory Panel, and the Joint Working Group for California’s Language Access Plan.
- Extensive collaboration with the National Center for State Courts.
- Communication with exam candidates.

This work requires an understanding of test design principles, exam rating protocols, and psychometric analysis. This position is responsible for working independently under direction from the unit manager, on this complex and sensitive project. More detail about the testing program can be reviewed at http://www.courts.ca.gov/2695.htm . This position will also be responsible for other language access activities, including but not limited to staffing policy committees.
