(1) Are there exceptions to the generalization that, if there is an
alternation in the position of the finite verb between main and embedded
clauses, the position of the finite verb in main clauses is to the left of the
position of the verb in embedded clauses?

(2) In the early discussion of the Germanic V2 alternation, the argument was
made that there are no rules that apply exclusively in embedded clauses, while
rules that apply only in main clauses are numerous (Penthouse Principle). The
concrete (non verb-placement) examples given back in the 60-ies and 70-ies do
not sound really convincing any longer.

Are the examples of rules in the languages of the world that can never apply
in main clauses?
