Meeting Description:

The last decade or so has seen a rapid growth in the research and development
in the field of Natural Language Processing and Computational Linguistics in
India (and South Asia in general). For some of the major languages like
Hindi/Urdu and Bangla, we already have some language resources and some
important tools. Larger systems, such as for Machine Translation, have also
been developed and deployed in the last decade for major Indian languages.

However, India (or South Asia) has a large number of languages, some of them
not officially recognised, even if spoken by a large population. Keeping this
in mind, the NLP Association of India had taken a decision to hold events
similar to ICON, but focused more on languages of specific regions of India,
including the 'minor' languages. regICON-2016 is the next in this series after
the recently held iDravidian-2014, which was co-located with ICON-2014. The
focus in regICON-2016 (as in regICON-2015) is on the languages of the eastern
region of India commonly known as Poorvanchal, as well as some surrounding
areas. The symposium will still be open to work on Hindi/Urdu, English and
Sanskrit and will also include Nepali. Additional languages of interest are
Bhojpuri, Magahi, Maithili, Nepali, Kannuaji, Awadhi, Braj and Santhali, apart
from other Indian languages such Hindi/Urdu and Sanskrit.

The symposium (regICON: Regional ICON) will feature papers and presentations
on recently completed and on-going projects conducted by researchers from
universities and institutions from around the country. This is the second
regICON at Varanasi. The last one was held in 2015. The current one, like the
last one, will also include keynote talks by distinguished invited speakers
and a panel discussion. We seek participation of researchers from both
computer science and linguistics backgrounds.

Call for Papers:

We invite submissions of papers on topics that include, but are not limited
to, the following:

- Basic core technologies: morphological analysis, disambiguation,
tokenization, POS tagging, named entity detection, chunking, parsing, semantic
role labeling, sentiment analysis, etc.
- Linguistics: morphology, phonetics and phonology, syntax, semantics and
pragmatics
- Applications: machine translation, speech recognition, speech synthesis,
optical character recognition, pedagogy, assistive technologies, social media,
etc.
-Resources: dictionaries, annotated data etc.

Papers are invited on original and unpublished work from ongoing research
/early research on all aspects of Natural Language Processing and Linguistics
pertaining to languages of interest listed above. Submissions may include work
in progress as well as finished work. Preference will be given to submissions
having a clear focus on specific issues pertaining to languages of interest.
Submissions are preferably expected to be 6 pages long in ACL or LSA standard
format. The language of submission (the language in which the papers are
written) can be English or Hindi.

Paper submission deadline: October 27, 2016
Paper acceptance notification: November 17, 2016
Final version due: November 27, 2016
Symposium date: December 16, 2016

Since we will follow double blind reviewing, the papers should not contain
author identification (authors names, affiliations etc.).
