Meeting Description:

In 2001 the Council of Europe released its recommendation on the use of the
Common European Framework of Reference for languages (CEFR) and the promotion
of plurilingualism, creating a common basis for language learning
qualifications, curricula, textbooks and examinations across the European
Union. This act invited  national governments to implement the CEFR and
promote plurilingualism in their education systems.

The aim of the conference project is to focus on the tertiary educational
level and to:

- Explore national policy across European countries regarding the
interpretation and implementation of the CEFR
- Focus on specific measures taken by national policy makers, educational
institutions, researchers and academic language teachers for implementing the
CEFR in language learning
- Provide an insight into challenges in applying the CEFR at university-level
language education
- Explore university teachers’ and students’ perceptions of the CEFR
- Highlight what further action may be necessary to strengthen common language
education in Europe.


Call for Papers:

In order to register for the conference, fill in the registration form
available at

send it to cefrites2 at umk.pl . Abstracts should be 150-250 words in length and
must be received by 30 April 2017. 

The conference is built around the following theme strands:

1. The CEFR in national contexts: dilemmas and debates
Strand 1 will focus on current issues relating to the role, relevance and
scope of the CEFR in European countries: approaches to the CEFR in educational
systems, criticism of the CEFR, the extent of the interpretation and
implication of the CEFR in national policy and policy documents, and current
policy debates.
  
2. The CEFR, the EQF, and the NQF: relations and interpretations
The focus here is on the issues relating to the (non)interface between the
CEFR and the National Qualifications Framework, national policy and practice
and how educational institutions address these aspects. 

3. Applying the CEFR in language curricula and language teaching: problems and
solutions
Strand 3 will explore the issues concerned with the educational implications
of the CEFR at university level in language curricula. Presentations may refer
to how we address the CEFR in our language curricula, how we interpret
reference levels of language proficiency presented in the CEFR, or what kind
of approaches, methods and techniques of teaching we use to promote
plurilingualism in language teaching and integrate language competences set
out by the CEFR.

4. Implementing the CEFR in textbooks
Strand 4 will focus on the way publishers and authors of language textbooks
use the CEFR in European countries and how state authorities (or relevant
institutions) validate the textbooks used in educational systems at the
tertiary level.

5. Implementing the CEFR in language certifications/assessment  
The focus here is on the issues relating to the implementation of the CEFR in
language examinations/assessment: the interpretation of the language
proficiency levels presented in the CEFR by authors of language proficiency
tests, the application of the relevant aspects of language use and language
competence set out by the CEFR in language tests/examinations, the
comparability of various language certifications and assessment procedures and
principles of quality management.

6. The role of the CEFR in teacher education
This strand will explore attention given to the CEFR in teacher training
programmes in European countries with reference to pre-service and in-service
teacher training, knowledge and use of the CEFR by teachers.

7. The CEFR through students’ eyes
Strand 7 will focus on university students’ perception, awareness and
understanding of the CEFR.

8. Understanding the CEFR through research
The focus here is on the ways in which research may broaden our understanding
of the CEFR and how it may be applied in tertiary language education.

9. Integrating the CEFR and intercultural competence
Researchers make a plea for a holistic approach to intercultural and language
competences. This strand will explore the issues in relation to the
conceptualization of intercultural competence in the CEFR in the national
context: the integration of intercultural and language competences in learning
outcomes, language teaching, language and non-language curricula.

10. Exemplifying good practice in applying the CEFR
The focus here is on constructive language education practices at the policy
and teaching levels, their principles and application.

11. Evolution of the CEFR
This strand will focus on how the CEFR has been changing over time.
Presentations may refer to how the constructs and descriptors of the CEFR have
been modified to better serve language education and which way the CEFR may go
in the future. 

12. The CEFR in a lingua franca context
The aim of strand 12 is to answer questions: Is the CEFR fit for purpose? Does
it prepare language learners for international communication with non-native
speakers of the target language?
