Description:

We seek a Project Director to provide overall programmatic and operational
management of the English Access Microscholarship Program, a large-scale
global program that promotes and supports English language acquisition
worldwide. 

Plan, direct, and coordinate activities across five concurrent Cooperative
Agreements with a total contract value of over $120 million to ensure goals
and objectives are accomplished within prescribed time frame and funding
parameters.

Work closely with external funder and internal management to develop and
cultivate a strategic vision and long-term strategic plan for the program.

Develop and maintain collaborative relationships with funding partner, the
U.S. Department of State, and other stakeholders, including Regional English
Language Officers and global in-country liaisons at U.S. Embassies or
Consulates through the use of excellent communication skills and a
solution-driven approach.

Build, manage, and mentor team of 16+ staff and continue to strategically
improve, structure, and professionally develop alignment with client needs,
organizational objectives, and strategic program growth.

Ensure project staff is successfully trained on mandate values, quality
standards, policies and program objectives, and their individual
responsibilities in upholding these standards and policies.

Oversee a collaborative process to develop and refine operating procedures for
issuing, managing, and monitoring large volume (600+) service agreements for
educational program providers serving constituents in more than 100 countries
worldwide.

Work with FHI 360 service units (Procurement, Contracts, Human Resources,
Finance) to respond to project and client needs.

Lead project staff in planning, coordinating, and administering U.S.-based
workshops and exchanges, including identification of partners and
collaboration with funder on content, scope, and implementation timeline.

Oversee the sub-grant cycle of workshop partners from pre-award to close-out,
including solicitation and selection processes, pre-award, award, monitoring,
and close-out of sub-awards based on funder regulations, policies, and FHI 360
procedures.

Lead the development of proposals for annual funding requests and competitive
funding cycles.

Draft and ensure timely submission of high-quality work plans, quarterly
reports, and any other reports required by the U.S. Department of State.

Oversee the procurement and shipment of books, materials, and computer
equipment as directed by the U.S. Department of State.

Participate in the strategic development of Global Connections policies,
procedures, and protocols with Department Director and departmental managers.

Represent the program and FHI 360 at both internal and external events and
collaborate with the Department Director on strategic planning and business
development.
