I'm surprised by Portugal's inclusion actually. Anyway, I should have
quoted my source - it was Donall O Riagain, special adviser to EBLUL,
and he defined "ethnically homogeneous" as having 90% or more
belonging to one ethnic group. The exact speech will appear in the
conference publication (forthcoming). Of course, the Irish are a very
mixed bunch, but I suppose they are considered to be mixed the same
way!
