As used in Vietnam, the left hand bar only is crossed, but the bottom
half of it:

I suppose this would do if such a character already exists and is used
for one or more other language varieties, though this bottom thing does
not make as much sense to me because the lower-case equivalent is not
crossed in the bottom part -- cf. the crossed "d" (e.g., for Vietnamese)
whose capital is crossed in the middle left, and crossed "h" (e.g., for
Maltese) whose capital version is crossed through the top (abeit all the
way through).
