No, I don't think so.  I'm a native speaker of English of the American
(Texas) variety.  To me it comes from "baby talk" in which a parent is
teaching a baby to say "goodbye" to someone, but uses "bye, bye" instead of
the whole word "goodbye."  It has since caught on in the mainstream of the
language.  So much for my brand of folk etymology.
