That's a highly debateable statement; but even if it were true, it would
add nothing in support of Harlan Ross May's earlier claim that in
1695 the English parliament somehow could "ban" Gaelic in Scotland.

The following essay by Ewan J. Innes, MA(Hons Scot. Hist.) FSA Scot
http://www.scottishhistory.com/articles/highlands/gaelic/decline.htm
addresses the decline of Gaelic in Scotland in some detail. From it we
can see that (a) the anti-Gaelic statute of 1695 was actually an act
of the *Scottish* legislature, and (b) what it did was provide, in
certain specific circumstances, for schools to be set up in Highland
localities for the express purpose of promoting English over Gaelic.

As a measure, that's undoubtedly discriminatory. However, it doesn't
amount to what Harlan Ross May claimed previously, namely that through
this measure Gaelic was "banned" and "outlawed". I'm still waiting to
see evidence that it has ever been a criminal act in Scotland simply to
speak or write in Gaelic, which is what "banned" and "outlawed" would
mean.

History is more complicated than "goodies" and "baddies". I wonder
whether Harlan Ross May has ever heard the expression "mi-rùn mòr
nan Gall"? It certainly doesn't refer to the English.
