The expression is "off-shore" English.
It is the language say a German speaks to an Italian.
Basically non native English speakers of English speak to each other.

It doesn't generally contain all the "nuances" , slang etc that native
English speakers use.

The other problem of course is, since there NO Standard World English
(unlike French),
it all starts to get more complicated. In what in part of the world the
"off-shore" English is being spoken and where the speakers learnt English?

Was THEIR English learnt in: -
The USA? England?Scotland? Australia?

You can do a course in "Off-Shore English" in London.

Hope this might be food for thought :-).
