Beste Heather,
The semantic range of "to work + preposition" you described, coincides more
or less with the meanings that Dutch "werken + preposition" can have. One
reason is probably that the verb "arbeiden" plays no significant role in
Dutch (in contrast with German, where "arbeiden" is sharing the field with
"werken").

I read that in a British restaurant, waiters would rather say "Are you still
going on this?", instead of "Are you still working on that?"

PS: Part of the "waiter problem" lies in the fact that people eat at
different speeds. Fast eaters usually want their plates taken away as soon
as possible (sometimes because they're on a diet and if the plate stays
there too long, they will start eating again...sometimes because they seem
to be ashamed or annoyed by the "mess" in front of them). Slow eaters hate
it however when a waiter starts cleaning the table when they haven't
finished yet. They feel singled out.
