Hoi,

 

In  low saxon-dutch  a Punter.. is a small boat used in the swamps, you can  use a pole, or even a sail to move it along..

 

So  the same as in German and English I guess..  many Dutch worked, or even moved to England to the Fens and  made their own boats so maybe the name moved along with the boat..

“punt” also means kicking something like a rugby ball over the bar.
