<p style="font-family: arial,sans-serif;">1) Most texts have 'lift the latch' and  for the last line ' And let the neighbours in'<br>which makes nonsense of the whole rhyme which we
used to sing to any sulking child in order to 'unsulk' them.  'Draw the
latch' means the same a 'draw the bolt' i.e. shut the door; we still
have original latches on our bedroom doors and each has a little peg
hanging down which when inserted under the latch prevents it from being
lifted. The idea of the rhyme is that a cross patch is locking the
world out!</p>
<p style="font-family: arial,sans-serif;">And the same with that last line: the world is
locked out and I am going to sulk in front of the fire with my cup of
tea and I won't answer the door to anyone!</p>
<p style="font-family: arial,sans-serif;">It would seem even nursery rhymes are subject to
political correctness and no nasty ideas are allowed anymore! And so
it's been re-written to look as through a quick cup of tea and even
someone in a bad mood is feeling better enough to invite the neighbours
in!!!</p>
